Mr. Troy was Supervisor of Security at Greenwich Hospital. He conducted routine patrols of the hospital checking for breaches in security and fire/safety hazards. He was in-charge of the daily operations of the department. While in this position he developed unit-by-unit Fire Safety training programs for all three shifts and conducted fire safety training for new employees during general orientation.
Mr. Troy was the liaison between the hospital and the Fire Marshal and numerous insurance companies. He provided resources, conducted walk through inspections and organized information necessary to update and assure compliance with all Local, State and Federal regulations. During his tenure at Greenwich Hospital, Mr. Troy received special permission from the Town of Greenwich and the Greenwich Fire Department to conduct hands on fire extinguisher training for hospital staff members. Pursuant to this program, he supervised the monitoring of the entire fire alarm system, as well as developing, implementing and overseeing all fire and disaster drills at the facility. In addition, he developed and implemented fire plans for two outlying hospital owned buildings and three laboratories.
Mr. Troy was finally appointed to the Emergency Preparedness Planning Committee (EPPC) and, together with the Hospital Trauma Coordinator, rewrote Greenwich Hospital’s emergency plan. He has conducted initial and annual emergency training/awareness for the entire hospital staff. While on the EPPC, he coordinated and conducted biannual drills for the hospital including the Town of Greenwich, Fire and Police Departments, EMS and Red Cross. He planned, implemented and evaluated all drills to ascertain if any areas needed improvement and made revisions to the hospital standard operating procedures as necessary.
Upon completion of various emergency management training courses, the hospital’s CEO appointed Mr. Troy to represent it on the Town of Greenwich’s Emergency Operations Center.
Mr. Troy was a main resource and advisor to specific hospital committees: QA/Risk Management and Fire/Safety. He developed, implemented and coordinated the reporting on safety management, hazardous materials and waste management, emergency preparedness plan and security management. As a member of the hospital’s Radiation Safety Committee, he was involved in coordinating and assisting in setting policy/procedures and implementing radiation monitoring of all biological and hazardous waste leaving the hospital.
He was soon appointed to two new positions: Hazardous Substance Officer and Hazardous Waste Officer. He was a first responder to all hazardous materials incidents and ensured all environmental compliance issues were taken care of. Responsibilities included maintaining the master copies of Material Safety Data Sheets (MSDS’s) for the hospital and conducting hazardous surveillance rounds of the hospital. Further responsibilities included storage and disposal of all hazardous waste, maintaining all manifests and reporting to Local, State and Federal regulatory agencies.
Mr. Troy was liaison to OSHA, EPA, DEP, LEPC and kept abreast of all new issues by attending meetings and informational seminars. He was also a resource for the Infection Control Committee. In addition, he represented the International Association of Security and Safety on the Connecticut Police Chiefs Association Taskforce on Security Officer Certification Training.
